Combat regions are regions or parcels of land where the owner has disabled the safe setting. This setting is found in the Options tab of the About Land window.
Whenever you enter one of these parcels, a heart indicator will appear in your navigation bar, along with a percent meter indicating your current health:

You can take damage from scripted objects that have been set to do damage, or by hitting something at extremely high speed, including falling! Don't worry, though: if your health reaches 0%, you will be teleported safely to your home location.
Linden Lab has public combat sandboxes.
Click World from the top menu bar and choose World Map, (Ctrl+M). Search for "combat".
