In order for an animation to be usable as part of a gesture, it needs to be fully permissive; that is, it must be copyable, modifiable, and transferable.
 
You can check this by opening your inventory, right-clicking on an animation, and selecting '''Properties'''. The checkboxes under '''You Can''' should all be selected.

If all the checkboxes are selected, the animation should appear in the '''Animation to play''' dropdown in the Gesture window.
