require preserve order or commands

PS: in the relay requirements, shouldn't we add that the commands must be executed in the same order as they are received? Without this assumption, a furniture maker can never be sure that the victim will be released in the end. --Satomi Ahn 14:35, 23 February 2009 (UTC)
