The login state "Waiting for Region Handshake" is reached when the Second Life client sends its first UDP packet to the server and waits for an acknowledgement. If no acknowledgement is received, the login process stops here.
The usual cause of this error is a firewall blocking UDP packets. Consult the following articles for more information on firewall configuration:
