When you right-click the ground and select '''About Land''', you'll see the About Land window. Under the '''Options''' tab, if you own the land as an individual or part of a group, you'll notice there are two checkboxes under the '''Allow other residents to''' header that say '''Run Scripts''': '''All Residents''' or '''Group'''.

Here is a detailed list of rules showing exactly which scripts will run when those checkboxes are checked or unchecked:
