Basically Tools menu autohiding adds no benefits, is bad UI design practice, causes confusion, has a number of illogical consequences, makes a number of building processes more complicated and is generally unpopular.

Re: Known Issues in 1.20 - using Apple's USB Mighty Mouse and a 3DConnexion SpaceNavigator. There is another workaround that does not require getting another mouse. The trick is to make sure the SpaceNavigator is on top of your USB devices list in your System Profiler. See this JIRA issues for screenshots: http://jira.secondlife.com/browse/VWR-6626
