I can't figure out what "Everything that physically changes the parcel will result in an UUID change. Ownership and/or description changes will NOT change the UUID." really means. The UUID doesn't change after terraforming or adding prims. Doesn't change after altering the land desc (as stated) or name or access. Unless the UUID change happens after some indeterminate amount of time, I can't see when it does change. Caveat
