Creates a link to an article, and displays text in ALL CAPITALS (per Viewer 2.0 convention).

Parameters:

  • 1 = Title of article to link to without the "Viewerhelp:" namespace string, e.g. "About - Credits"
  • 2 = Text to display; default is value of parameter #1
