Chat Functions

@chatnormal	Forbids talking in normal chat range, forces whispering
@chatshout	Forbids shouting, forces normal chatting
@chatwhisper	Forbids whispering, forces normal chatting
@emote	Adds an exception for emotes, so they don't get cut off when chat is restricted
@recvchat @recvchat_sec	Blocks receiving normal chat or adds an exception to the block
@recvemote @recvemote_sec	Blocks seeing emotes or adds an exception to the block
@recvim @recvim_sec	Blocks instant messages sent to the user or adds an exception to the block
@redirchat	Adds a channel redirect for normal chat
@rediremote	Adds a channel redirect for emotes
@sendchannel @sendchannel_sec	Prevents the user from using private channels, or adds a channel as exception
@sendchat	Prevents the user from sending chat on the public channel and truncates emotes
@sendim @sendim_sec	Blocks the user from sending instant messages or adds an exception to the block
