This template is supposed to be used on pages containing Template:Kbl10n. Syntax is
{{kbl10n/Links|KBID1|KBID2|...|KBID13}}
In case the KB article also links to a Wiki article, you can define variables wiki1 till wiki3, like
{{kbl10n/Links|KBID1|KBID2|...|KBID13|wiki1=PAGENAME1|wiki2=PAGENAME2|wiki3=PAGENAME3}}
