- Re-enable teleport throttle after the following fixes:
- Intra-region TP was blocked by inter-region TP throttle
- Teleport throttle blocks prematurely when agent teleports back and forth between 2 regions
- As well as an issue fixed in 1.27 where a single, failed teleport would trigger the throttle
- SVC-4342 Vanishing Regions/Sims
