In order for an animation to be usable as part of a gesture, it needs to be fully permissive; that is, it must be copyable, modifiable, and transferable.

You can check this by opening your inventory, right-clicking on an animation, and selecting Properties. The checkboxes under You Can should all be selected.

  • Modify
  • Copy
  • Resell/Give away

If all the checkboxes are selected, the animation should appear in the Animation to play dropdown in the Gesture window.
