Must own the object?

Is the caveat about object ownership really true? I can't understand why it would be, as it would surely render the function useless, as if you own the object then you could simply attach it normally rather than temporarily; it seems to me that the whole purpose of temporary attachments is to give visitors to an area any required items, without them having to manage a bunch of unwanted inventory clutter.

It'd be nice if someone could please verify how this works, as I assumed it would function like llAttachToAvatar() in that it'd require PERMISSION_ATTACH to be granted, at which point the target then gains a temporary HUD or such.
