Yes, changing a notecard, a new asset is created.

But changing everithing, in second life, a new asset is created.

A new asset is created, for axample, with all the functions that can change prim properties.

A new asset is created as the result of the execution of about 20% of the functions that are normally in use.

So, this is not the problem !!! Maybe there are many valid psycolgic or technical motivations but, 

please, do not say that the problem is the asset.
