Unbundle the SL GUI framework from the viewer, light OR heavy.

This would make testing of the viewer easier, would make adding/.debugging the GUI portions of the viewer easier, and would allow developers to create small/mid-sized projects cross-platform with a SL look-and-feel that would more easily be turned into SL client plugins once that API is defined.
