:It's part of [[Template:LSL_Function/list/element]] which gets included. It's in that area for much the same reason reciprocal functions are listed there (llList2CSV <-> llCSV2List sort of thing). In the function definition at the top, there is this text:

If the type of the element at index in src is not a rotation then ZERO_ROTATION is returned. Here is a workaround: (rotation)llList2String(src, index);

"Here is a workaround" seems out of place; it seems fine in Caveats, where it's also mentioned.
