Mesh Edit Tools test

* prim size increased to 64m * allow manual return of encroaching objects (when that's merged in)(ER-285) * edit tools/camera ease of use when working with larger prims * edit tools/camera ease of use when working with meshes on the ground or attached to avatar
- Report any difficulties found while testing.
- Create a box
- Scale the box up to 20m by holding down ctrl+shift and dragging the corner scale widget.
- Scale the box up to 64m by holding down ctrl+shift and dragging the corner scale widget.
- Deselect the box.
- Alt-zoom on the box.
- Orbit your camera around the box.
- Edit the box.
- Scale the box down 1m by holding down ctrl+shift and dragging the corner scale widget.
