Mulib 1.0

This is the roadmap for declaring Mulib to be 1.0.

• 100% test coverage
• 100% docstring coverage
• nodes_test.py test_observer fails intermittently (jira pending)
• investigate whether debugconsole.py is actually feasible for 1.0
• eventrouter future direction
• Mulib isn't terribly easy to install
