For some obscure reason, this doesn't work 100% of the time (?)

Since early 2022 and at least mid-2023, I have observed that a region restart may not always trigger a changed event with this flag.

On a certain region, I have a series of items that are manipulated off-world, and every time the simulator is restarted, as soon as the region comes up again, I require those items to be reconfigured from scratch. It seemed to be easy enough to acquire new outbound URLs (since, as explained on the article, all URLs are automatically invalidated when the region restarts) as soon as this event is triggered, and then proceed from there.

Unfortunately, for some obscure reason, this silently fails a lot of times. Not 100% — far from that! — but most definitely over 50% of the cases (if not even more). My suspicion is that Linden-triggered reboots (such as the weekly upgrades) are particularly notorious in not triggering the changed event. However, I have no basis for such claims; it's just a perception.

One way to do a more precise study is simply to check the region uptime regularly, and see if each and every case of a region restart will, indeed, trigger the changed event. I haven't done this, so my guess is just based on anecdotal evidence. YMMV!
