This used to be called "APCH", an initialism for "Automatically Populated Category Header" (that name redirects here in the template namespace). The point of this template is to provide a consistent header to affix to all categories which are automatically populated by use of, for instance, [[Template:Place]] or [[Template:KeyDescription]]. The point of such a header is to inform users that they should generally use the indicated template to add a page to the category, though this does not ban people from manually affixing the category to a page.
