Applies impulse and ang_impulse to object id

• key id Avatar or object UUID in the sim
• vector impulse
• vector ang_impulse angular impulse
• integer local boolean, if TRUE uses local axis, if FALSE uses region axis.

In this function "local axis" means local to the object/avatar referenced by the key, not local to the object containing the script.
