Those of us who assist residents as part of a help group have all seen those who have made serious errors in communication.  The idea here is codify not just what helpers need to know technically, but also what they need to know to communicate the information.  It doesn't do much good to give people information if one is being snide and insulting while doing it.  I have actually seen "mentors" yelling at people (in text) that they aren't "going to baby them, or help them find things in the interface."  Personally, I consider that the "hit them over the head with a rock until they learn" method of teaching.
This definition codifies what tutors need to know to help people competently from both a communications and technical standpoint.
